    1. The Leadership Group

Membership of the Leadership Group:     

  1. The Minister of Justice/Attorney General, Chairperson;
  2. The Minister of Internal Security;
  3. The Minister of Defence; 
  4. The Vice President of the Supreme Court;
  5. The Ombudsman;
  6. The President of the National Human Rights Commission;
  7. The President of the National Unity and Reconciliation Commission;
  8. The Prosecutor General;
  9. The Permanent Secretary of the Ministry of Justice."

Responsibility of the Leadership Group:

The responsibility of the Leadership Group is to provide overall political and policy direction for the Justice Sector.

    1. The Steering Committee

Membership of the Steering Committee:  

The Steering Committee is composed of Permanent Secretaries, Secretaries General and Senior officials of the institutions mentioned in Article 7 who are not members of the Leadership group.    

Responsibilities and functioning of the Steering committee:  

The Steering Committee has the following responsibilities: 1° implementing the Justice Sector strategy 2° determining sectoral budget and operational priorities. 3° playing a role in the sectoral budgeting process and also ensuring that institutional budgets are coordinated and prioritized across the sector The Steering Committee is chaired by the

Permanent Secretary of the Ministry of Justice and if absent it shall be chaired by one of the other Permanent Secretaries or one of Secretaries General of the Justice Sector Institutions. The Steering Committee shall meet quarterly.

    1. The Sector Working Group

Membership of the Sector Working Group:

The Justice Sector Working Group is composed of members of the Steering Committee, representatives of the Bar Association, representatives of Justice Sector users and Development Partners. International and national non-state actors shall be invited to join the Justice Sector working group by mutual agreement between the parties to the memorandum of understanding (Justice Sector MoU).

Mission of the Sector Working Group:          

The mission of the Sector Working Group is to improve the effectiveness and efficiency of the Justice Sector and to align development partners to the Government of Rwanda’s strategy

    1. Thematic Working Groups

Membership of Thematic Working Groups:        

The Justice Sector Thematic Working Groups are composed of technicians from the Justice Sector institutions and representatives of civil society organisations, the private sector and development partners.

The Justice Sector Thematic Working Groups shall be established as follows:

  1. Thematic Working Group-1: Resource Allocation and Expenditures;
  2. Thematic Working Group-2: Planning, Monitoring and Evaluation;
  3. Thematic Working Group-3: Information, Communication and Technology;
  4. Thematic Working Group-4: Access to Justice;
  5. Thematic Working Groups-5: Reconciliation, Law and public security.

Mission of the Thematic Working Groups:         

The mission of the Justice Sector Thematic Working Groups is to ensure the delivery of Justice Sector strategy outputs while aligning the institutional plans and budgets with the Strategy.

    1. The Justice Sector Coordination Secretariat

Attributions of the Justice Sector Coordination Secretariat

The Justice Sector Coordination Secretariat is responsible for providing the essential backstopping of sectoral policy, planning, budgeting and the operationalization of the strategy on a day to day basis. More specifically the Justice Sector Coordination Secretariat shall be responsible for:

  1. Coordinating the implementation, monitoring and evaluation of the Sector Strategy and annual work plan;
  2. Establishing clear and logical links between the institutional strategic issues papers, the Medium Term Expenditure Frameworks with the Economic Development and Poverty Reduction Strategy and the Justice Sector priorities.
  3. Reviewing and consolidating institutional planning and budgeting throughout the budget year of the Government of Rwanda, preliminary to the individual submission of plans and budgets to the Minister of Finance and Economic Planning;
  4. Promoting best practices across the Sector;
  5. Providing overall guidance in the development, implementation and evaluation of institutional plans;
  6. Developing quality assurance tools and systems and monitor their use;
  7. Providing technical assistance in analysing sector policies and plans;
  8. Organising meetings of the Justice Sector, including agenda, minutes and reports;
  9. Assisting the Sector in public expenditure review and development of sector budgetary strategies;
  10. Developing the Sector Medium Term Expenditure Framework, strategies and budget proposals;
  11. Writing reports on sectoral performance;
  12. Designing and implementing the Monitoring and Evaluation Framework for the Sector;
  13. Assisting in moving towards results-based planning and budgeting;
  14. Analysing existing data collection procedures in the Sector, proposing improvements and harmonisation of data collection and the processing of data;
  15. Organizing and supporting annual Joint Justice Sector Reviews;
  16. Implementing the developing crosssectoral ICT strategy and developing an ICT manual;
  17. Preparing and presenting the annual report on the progress of the Justice Sector.
